LONDON (AP) ? Lavish fireworks displays ushered in 2013 across the Asia-Pacific region on Tuesday, and Europe was holding scaled-back festivities and street parties in the hope of beginning a new year that will be kinder to its battered economies.
Asian cities kicked off New Year's celebrations in style and an atmosphere of renewed optimism, despite the "fiscal cliff" impasse of spending cuts and tax increases threatening to reverberate globally from the United States.
Huge fireworks lit up skylines in Sydney, Hong Kong and Shanghai, and even the once-isolated country of Myanmar joined the countdown party for the first time in decades.
Celebrations were planned around the world, including the traditional crystal ball drop in New York City's Times Square, where 1 million people were expected to cram into the surrounding streets.
In Russia, Moscow's iconic Red Square was filled with spectators as fireworks exploded near the Kremlin to welcome in the new year. Earlier in the day, about 25 people were reportedly arrested in Moscow for trying to hold an unsanctioned demonstration. But President Vladimir Putin gave an optimistic New Year's Eve address, making no reference to the anti-government protests that have occurred in his country in the past year.
"We believe that we can change the life around us and become better ourselves, that we can become more heedful, compassionate, gracious," Putin said, according to the ITAR-Tass news agency.
In Australia, a balmy summer night was split by 7 tons of fireworks fired from rooftops and barges in Sydney, many cascading from the city's Harbor Bridge, in a $6.9 million pyrotechnic extravaganza billed by organizers as the world's largest.
In Myanmar, after nearly five decades under military regimes that discouraged or banned big public gatherings, about 90,000 people experienced the country's first New Year's Eve countdown in a field in the largest city of Yangon.
"We feel like we are in a different world," said Yu Thawda, a university student who came with three of her friends.
Tens of thousands of people lined Hong Kong's Victoria Harbor to view a $1.6 million fireworks display, said to be the biggest ever in the southern Chinese city.
In North Korea, cannons boomed at midnight in Pyongyang as people crowded the streets of the capital to watch a fireworks show over the Taedong River. After being in mourning a year ago regarding leader Kim Jong Il's death, North Koreans celebrated the end of a big year that included the rise of new leader Kim Jong Un and the recent launch of a satellite into space.
Hotels, clubs and other sites in New Delhi, the Indian capital, canceled festivities after the death Saturday of a young rape victim touched off days of mourning and reflection about women's safety. People were asked to light candles to express their solidarity with the victim.
In Indonesia, Jakarta's street party centered on a 7-kilometer (4-mile) thoroughfare closed to traffic from nightfall until after midnight. Workers erected 16 large stages along the normally clogged, eight-lane highway through the heart of the city. Indonesia's booming economy is a rare bright spot amid global gloom and is bringing prosperity ? or the hope of it ? to its people.
In the Philippines, where many are recovering from devastation from a recent typhoon, health officials have hit upon a successful way to stop revelers from setting off huge illegal firecrackers that maim and injure hundreds of Filipinos each year.
A health official, Eric Tayag, donned the splashy outfit of South Korean star PSY and danced to his YouTube hit "Gangnam Style" video while preaching against the use of illegal firecrackers on TV, in schools and in public arenas.
"The campaign has become viral," Tayag said.
In austerity-hit Europe, the mood was more restrained ? if hopeful. The year 2013 is projected to be a sixth straight one of recession amid Greece's worst economic crisis since World War II. In fact, the new year was starting with a 24-hour strike by subway and train workers in Athens to protest salary cuts that are part of the government's austerity measures.
Still, in his televised New Year's Eve message, Prime Minister Antonis Samaras promised Greeks that the worst of the crisis is past, and declared 2013 a "year of hope" that will see the beginning of the country's rebirth.
Celebrating New Year's Eve with a vespers service in St. Peter's Basilica, Pope Benedict XVI said that despite all the injustice in the world, goodness prevails. In his homily, Benedict said it's tough to remember that goodness can win when bad news ? death, violence and injustice ? "makes more noise than good." He said taking time to meditate in prolonged reflection and prayer can help "find healing from the inevitable wounds of daily life."
German Chancellor Angela Merkel's New Year's message warned her country to prepare for difficult economic times ahead. Nicosia, the capital of Cyprus, decided to cancel celebrations in light of the economic crisis. Nicosia said 16,000 euros ($21,000) saved from the canceled event will be given to some 320 needy schoolchildren.
In Spain, where a recession has left unemployment at a staggering 25 percent, people are hoping for a better new year.
"It's been tough, but some celebrations are too deeply-ingrained to let go," said Olga Camino, 25. She said she would be celebrating in the streets of Madrid in fancy dress with a large group of friends. Camino said they would all eat 12 grapes as the clock in Madrid's central Puerta del Sol struck midnight, a tradition observed throughout Spain.
Scotland's Edinburgh, which traditionally hosts one of the biggest New Year's Eve parties in Europe, also planned good cheer. Festivities for the three-day Hogmanay ?or year-end ? celebrations began Sunday with a torchlight procession in the Scottish capital, and organizers said about 75,000 people are expected to line the streets for Tuesday's fireworks.

US energy companies are racing to install wind turbines before a federal tax credit expires at the end of this year.
Experts say that wind power has exceeded the construction of natural gas plants in recent months.
However the financial incentive for wind could be lost as congress struggles to avoid financial deadlock.
Even if the credit is extended it is expected that new installations will decline in 2013.
According to industry analysts, the federal government's production tax credit has played an important role in the expansion of wind energy across the US since it was first introduced in 1992.
Wind passes gasAt that point there was less than 1.5 gigawatts of power generating capacity provided by wind across the country. That figure has grown dramatically. This year has seen around 12 gigawatts of wind power capacity installed, outpacing even natural gas projects which have boomed on the back of cheap shale.

The government subsidy works out at 2.2 cents per kilowatt hour of power produced over ten years. This amounts to around $1m (?620,000) for every large turbine. However the deadline is absolute - to get the money the blades on new installations must be turning and generating power before the 31st of December.
"There's a lot of rushing right now to get projects completed by the end of the year," says Rob Gramlich, senior vice president at the American Wind Energy Association.
"It is not a great way to run a business with this policy-induced uncertainty."
The tax credit has proved contentious with some lawmakers criticising it as too generous. It lapsed previously in 1999, 2001 and 2003. Each time it lead to a collapse in new construction.
The American Wind Energy Association are hoping the tax credit will be passed as part of a compromise package of legislation to help the US avoid the so-called fiscal cliff. The say the most likely outcome is a short term extension of the subsidy.
"There's a good chance we could get this extension, it is very hard to predict, but the industry is not making bets on the Congress getting it done," says Mr Gramlich,
Even if there is an extension there is likely to be a significant curtailment of wind installations in 2013. Wind energy companies say they need longer time frames to negotiate deals to sell the power they generate.
Iberdrola Renewables is the second largest developer of wind power projects in the United States. The company is racing to finalise new wind installations in Massachusetts and New Hampshire.
However the prospects for new turbines in 2013 are slim according to Paul Copleman, communications manager for Iberdrola.
"Even if the tax credit is extended, our new construction plans likely will be ramped back substantially in 2013 compared with the last few years. So much time has passed without certainty that a normal one-year extension would not be a game-changer for our 2013 build plans."
Some analysts argue that all subsidies to wind should end and the industry should stand on its own two feet. They say that the current arrangements mean that energy companies continue to make money even when there is a surplus of wind and the market price is negative.
Dan Kish is with the Institute for Energy Research, a body long critical of subsidies for renewables. He told BBC News the extension of the tax credit was expensive, unnecessary and destabilising to the electricity grid.
"Wind produces power at a fraction of its stated capacity, and is increasingly adding unnecessary costs to consumers, just as it is in the UK," he said
"They are creations of government and serve only to make their builders and owners wealthy at the expense of the public."

JOHANNESBURG, South Africa -- Former South African President Nelson Mandela was released from a hospital in Pretoria on Wednesday evening, a government spokesman told NBC News.
Mandela, 94, had been admitted more than two weeks ago for what were described as routine tests but then was treated for a recurring lung infection and then underwent surgery to remove gallstones.
Mac Maharaj, a spokesman for President Jacob Zuma, told NBC News that doctors were satisfied with?Mandela's progess and that the anti-apartheid hero will receive "high care" at his Johannesburg home.
Zuma had visited Mandela on Christmas Day and had said he was "in good spirits."
"He was happy to have visitors on this special day and is looking much better. The doctors are happy with the progress that he is making," said Zuma.
Mandela, who came to power in historic elections in 1994 after decades struggling against apartheid, remains a symbol of resistance to racism and injustice at home and around the world.?
He has a history of lung problems dating back to when he contracted tuberculosis while in jail as a political prisoner. But this is his longest stay in hospital since he was released from prison in 1990.
He spent time in a Johannesburg hospital in 2011 with a respiratory condition, and again in February this year because of abdominal pains though he was released the following day after a keyhole examination showed there was nothing serious.
Zuma, who has just been re-elected as president of the ruling African National Congress party, last week described Mandela's condition as serious.
"The Mandela family truly appreciates all the support they are receiving from the public. That is what keeps them going at this difficult time," said Zuma.?

Mandela spent 27 years in prison, including 18 years on the windswept Robben Island off Cape Town.?
After his release, he used his popularity to push for reconciliation between whites and blacks. This reconciliation is the bedrock of the post-apartheid "Rainbow Nation."
Sworn in as South Africa's first black president in 1994, Mandela stepped down in 1999 after one term in office and has largely been absent from public life for the last decade.
His fragile health has prevented him from making any public appearances in South Africa, though he has continued to receive high-profile domestic and international visitors, including former U.S. President Bill Clinton in July.
Mandela now will receive treatment at his home in Houghton, a suburb of Johannesburg.?

MANILA - A number of South Korean small and medium enterprises are moving their factories to the Philippines from China, the Department of Trade and Industry said on Wednesday, citing a recent report in a Korean-language publication.
The report ?For Korean SMEs, the Philippines is the Emerging Overseas Investment Destination of Choice? published on December 10 in the Korea Economic Daily cited data from the Export-Import Bank of Korea (Korea Eximbank) showing that a? growing number of South Korean companies are setting up shop in the Philippines.
From 69 in 2009 and 74 in 2010, the number of new South Korean-led firms in the Philippines jumped to 82 in 2011, Korea Eximbank data showed.
?Last year, among the Asean countries, Philippines ranked third after Vietnam (197 companies) and Indonesia (156),? the Korea Economic Daily report said.
During the first quarter of this year, 22 South Korean companies were established in the Philippines, up from 19 in the same period last year. Among the new firms were Iam (electronics), Koren (electronics) and Nurian International (garments).
South Korean SMEs said their Philippine expansion was due to workers? English-language proficiency as well as the lower labor cost here compared with China.
Filipino workers? average monthly salary of about $300 is half of those in China, the Korea Economic Daily article said.
In the Philippines, ?[t]here are six working days a week and it is possible to work on weekends even without overtime. English is the most commonly used, and communication is not a problem,? it said.
The report cited the experience of South Korean firm Nanos, a manufacturer of infrared rays block filters for smartphones, which expanded in the Philippines last year because of ?skyrocketing? labor expenses in China.
?It is hard to expect any merits in China, therefore, they built a new factory and they are planning for mass production starting December 2012 in the Philippines. They will just maintain their existing operations in China, but additional investments will, from hereon, be diverted into the Philippines,? Korea Economic Daily quoted Nanos president Hae Jin Lee as saying.
The article said over 20 South Korean SMEs that operate in China as well as a local conglomerate visited the Philippines last month for an exploratory business mission.
The report quoted a member of the said business delegation as saying that ?the cost of labor in the Philippines is better than China?s, and the country?s infrastructure such as power and roads are much better then Vietnam?s.?
The Korea Economic Daily article also quoted Korean Chamber of Commerce Philippines president Edward Eun-Gap Chang as saying that investment inquiries from South Korean SMEs, most of which are operating in China, have risen during the past few months.
?He [Chang] believes that because of language, infrastructure, religion and cost competitiveness, China is fast losing its attractiveness to foreign investments,? the report said.
It said China is losing South Korean SME investments and expansion projects to Asean countries like the Philippines, as ?China is now considered as a market and no longer as production base.?
Korea Eximbank data showed that the average minimum wage in China went up by over a fifth last year and is poised to continue rising by over 13 percent in 2015. Hence, the number of South Korean SMEs operating in China dropped to 533 during the third quarter of this year from 634 last year.
The Philippine Trade and Investment Center (PTIC) in Seoul said the Korea Economic Daily is among South Korea?s ?most widely read and respected economic dailies.?
?Owned by a syndication of conglomerates that include Samsung, Hyundai, SK, and LG, it has a readership of at least one million,? said PTIC Seoul commercial counselor Nicanor Bautista.

BEIRUT (AP) ? The general who heads Syria's military police has defected and joined the uprising against President Bashar Assad's regime, one of the highest walkouts by a serving security chief during the country's 21-month uprising, a pan Arab TV station has reported.
Maj. Gen. Abdul-Aziz Jassem al-Shallal appeared in a video aired on Al Arabiya TV late Tuesday saying he is joining "the people's revolution."
Al-Shallal's defection comes as military pressure builds on the regime, with government bases falling to rebel assault near the capital Damascus and elsewhere across the country. On Wednesday, the Britain-based Syrian Observatory for Human Rights said government shelling in the northeastern province of Raqqa killed at least 20 people, including women and children.
Dozens of generals have defected since Syria's crisis began in March 2011. In July, Brig. Gen. Manaf Tlass was the first member of Assad's inner circle to break ranks and join the opposition.
Al-Shallal is one of the most senior and held a top post at the time that he left. He said in the video that the "army has derailed from its basic mission of protecting the people and it has become a gang for killing and destruction." He accused the military of "destroying cities and villages and committing massacres against our innocent people who came out to demand freedom."
Thousands of Syrian soldiers have defected over the past 21 months and many of them are now fighting against government forces. Many have cited attacks on civilians as the reason they switched sides.
The Observatory said the shelling in an agricultural area of Raqqa province near the village of Qahtaniyeh killed 20, including eight children, three women and nine others.
An amateur video showed the bodies of a dozen people including children lying in a row inside a room. Some of them had blood on their clothes, while weeping could be heard in the background.
The videos appeared genuine and corresponded to other AP reporting on the events depicted.
Also Wednesday, activists said rebels were attacking the Wadi Deif military base in the northern province of Idlib. The base, which is near the strategic town of Maaret al-Numan, has been under siege for weeks.
The Observatory said at least five rebels were killed in the fighting that started after midnight. It added that Syrian army warplanes attacked rebel positions in the areas.
"It is the heaviest fighting in the area in months," said the Observatory, which relies on activists throughout Syria.
In October, rebels captured Maaret al-Numan, a town on on the highway that links the capital Damascus with Aleppo, Syria's largest city and a major battleground in the civil war since July.
The attack on Wadi Deif comes a day after rebels captured the town of Harem near the Turkish border. The rebels have captured wide areas and military posts in northern Syria over the past weeks.
Syria's crisis began with protests demanding reforms but later turned into a civil war. Anti-regime activists estimate more than 40,000 have died in the past 21 months.
In neighboring Lebanon, airport officials in Beirut said Syria's Deputy Foreign Minister Faisal Mekdad and Assistant Foreign Minister Ahmad Arnous flew early Wednesday to Moscow.
Their visit to Moscow comes two days after Assad met in Damascus with international envoy to Syria Lakhdar Brahimi. Brahimi, who is scheduled to go to Moscow before the end of the month, said after the talks Monday that the situation was "worrying" and gave no indication of progress toward a negotiated solution for the civil war.
Brahimi is still in Syria and met Tuesday with representatives of the opposition National Coordination Body, state-run news agency SANA said. Head of the group Hassan Abdul-Azim said Brahimi briefed them on the efforts he is exerting to reach an "international consensus, especially between Russia and the United Stated to reach a solution."
Rajaa al-Naser, NCB's spokesman, said his group has put forward proposals adding that there would be no exit but through halting violence and forming a "transitional government with full prerogatives."
