CSU coach Jim McElwain sees a lack of passion, vows to fix it this week

AIR FORCE ACADEMY ? If there ever was a honeymoon period for Colorado State players under new coach Jim McElwain?it?is?over.

Right now.

?This is as low as I?ve been. Okay?? McElwain said, trying hard to keep from blowing his top in his press conference after CSU?s 42-21 loss to Air Force today.

He remained calm. But his players might not be so familiar with Calm McElwain anymore after their fourth straight loss of the season. McElwain called out his team for severely lacking the heart and passion it takes to compete on the football field.

?It?s interesting to watch a team with more heart, that imposes their will on you and actually just reaches down deep inside of you and rips it out,? he said.

Then the first-year coach made it clear this week he plans on weeding out anyone not in sync with the program.

?I do know that we have some guys in that locker room that have heart,? McElwain said. ?And we?re going to get it out of the guys this week and find out who?s committed to being a champion and who isn?t. It?s that simple.

?We?ll come back and we?ll work our tails off tonight and tomorrow and get back to practice on Monday and we?ll get ready for the next game. The guys that are playing in that game are the guys that are going to play with some heart.?

Colorado State was whipped, defensively especially. Air Force ran for 459 yards ? and that was even gaudy for them, the nation?s second-best rushing offense. Normally, the Falcons chew up 375 yards on the ground. AFA had so thoroughly beaten CSU in the trenches that it didn?t even feel the need to pass. Air Force attempted a season-low five passes.

At the center of it all, McElwain says, is a mindset. He came to CSU wanting to build a tough-minded, bully-on-the-block football team; the kind that pounds and pounds and pounds its opponents into submission. But lately it seems to McElwain that his players, some of them anyway, are the ones throwing in the towels.

?It?s about imposing your will on an opponent,? he said. ?And we?re not doing that. And it?s really that simple and that?s what it comes down to. And when guys start worrying about themselves more than they worry about the team, the family, that can?t happen.?

Players, however, are divided on the subject. Quarterback Garrett Grayson and linebacker James Skelton talked after the game about the possibility of calling a player?s-only meeting on Sunday to hash out everything that has become a problem.

?Do something,? Grayson said. ?We?ve got to stop this thing right now. Four straight losses, before it gets too bad. Right now people would say four straight losses is already bad. But we can still do well in conference, it?s only one loss. But we?re 1-4 right now, we know we have to turn this thing around.?

Linebacker Shaquil Barrett acknowledged he sees a lack of passion from some of his teammates as well.

?Yeah, I see it,? he said. ?We just need to step it up. The leaders need to step up and lead by example, and on the field also. I?m out there. I didn?t make no good plays today. I need to do that.

And yet, Barrett noted, ?We?re still very much together. We know our coaches, they are still going to come to work and do everything they can to prepare us, like last week was no different than Week 1. But the guys we?re together, too. We just need to come motivated to practice everyday and just keep bringing people up. If somebody is down bring them up and talk to them.?

Quarterback M.J. McPeek was more subdued on the subject.

?I don?t if there was enough effort, enough passion,? he said. ?I just know that when we got out there we tried to execute. Everybody gave everything they had, and whether somebody was taking a play off or not, I couldn?t tell you. I don?t see it. We made big plays. We made big plays, we?re an explosive offense. Everybody has their chance and I feel like we?re turning that corner. We?re starting to realize how good of a team we can be.?

3% of Apple?s supply chain workers still putting 60+ hour weeks into someone else?s dream

Determined to prove the world it?s doing the right thing to prevent labor abuses in its supply chain, Apple has quietly updated the?Labor and Human Rights web page with some interesting data points.?The company?s suppliers in August employed 60 percent more workers than in January of this year.

Three percent of supply chain workforce was putting more than 60 hours a week into assembling Apple products, data suggests.?Ending the industry practice of excessive overtime ?is a top priority?, Apple writes.

It?s easier said than done considering?the unemployment rate of China?s youth of 7.6 percent in 2012 and Foxconn?s reputation?for shoddy working conditions and?army style discipline in its sweatshops?

An update to its Supplier Responsibility web page, first spotted by Matthew Panzarino of?The Next Web, shows that Apple has managed to maintain the same percentage of compliance with the 60-hour week requirement in August compared to July, when the California company helped put more money into Foxconn workers? pockets, following a February wage increase.

The page reads:

Going deep into our supply chain, we are now tracking weekly supplier data for over 800,000 workers. In August, 97 percent of worker weeks were reported as compliant with the 60-hour maximum work week specified in our code, sustaining the 97 percent that was reported in July.

Apple also notes that the?number of workers hired to assemble its products in China has increased from over 500,000 in January to over 800,000 in August.

According to another report by?Fair Labor Association (FLA) last month, Foxconn has indeed managed to reduce the number of working hours per week to 60, including overtime. The controversial company led by CEO Terry Gou also redesigned equipment to protect employees and was working with authorities to get migrant workers unemployment insurance.

According to the FLA report, Foxconn as of August had?about 178,000 workers making Apple devices in China.

Apple?s supply chain update is a mixed bag of good and bad news.

The good news is that Apple kept the same 97 percent level of?the 60-hour maximum work week compliance despite the 60 percent workforce increase.

The bad news is that still three percent of workers hired by its suppliers are putting in more than 60 hours a week.

Apple?s always been scrutinized for oversea labor?practices due to its status of the world?s most valuable corporation, especially now that it?s selling gadgets in the hundreds of millions.

As such, Apple?s become a poster child for for worker abuses in Asian plants.

You could make the case for Apple being unfairly criticized by arguing that Foxconn?s plants are above the average manufacturing standards in China, especially compared to real sweatshops elsewhere in the county.

On the other hand, it?s not surprising that?Foxconn?facilities?have become a lightning rod for worker complaints and investigations into the firm?s controversial working conditions.

None of the above, of course, is to say that Apple shouldn?t hold its supply chain to even more exacting standards.

If you ask me, the 60 hour workweek should be penalized by law.

Iran condemns US for taking group off terror list

(AP) ? Iran condemned on Saturday the Obama administration for taking an Iranian militant group formerly allied with Saddam Hussein off the U.S. terrorism list, saying it shows Washington's "double standards."

The Mujahedeen-e-Khalq (MEK), which began as a guerrilla movement fighting Shah Mohammed Reza Pahlavi, helped overthrow the monarch in 1979 then quickly fell out with the Islamic Republic's first leader, Ayatollah Ruhollah Khomeini. It fought in the 1980s alongside Saddam's forces in the eight-year Iran-Iraq war but disarmed after the U.S. invasion of Iraq in 2003.

The State Department delisted the group on Friday, meaning that any assets the MEK has in the United States are unblocked and Americans can do business with the organization. On Saturday, at their Paris headquarters, MEK members gathered to celebrate, tossing flower petals and displaying photos of members killed in the past 15 years.

"We call on the international community to respect the will of the Iranian people for a regime change in Iran," Maryam Rajavi, the Paris-based head of the exiled opposition group, said Saturday.

Iran's foreign ministry said in a statement that the delisting of MEK was "a violation of America's legal and international obligations" that could threaten U.S. interests. The decision "will bring U.S. responsibility for past, present and future terrorist operations by this group," the statement also said.

Iranian State TV criticized the decision, saying that the U.S. considered the MEK "good terrorists" and claims Washington is using the group to work against Tehran. State radio said the move highlights President Barack Obama's anti-Iranian sentiments.

"There is much evidence of the group being involved in terrorist activities. Delisting them shows America's double standard policy on terrorism," state TV said. The U.S. distinguishes between "good and bad terrorists" and the MEK are now "good terrorists because the U.S. is using them against Iran," the report also said, adding that Washington and Israel use the group to spy on Iran's nuclear program.

The U.S. and its allies accuse Iran of using its civilian nuclear program as a cover to develop nuclear weapons. Iran has denied the claims, saying the program is peaceful and is intended for electricity generation and scientific research.

The State Department said the MEK hasn't committed terror for more than a decade. The group has also complied with demands that over 3,000 of its once-armed members abandon their base in Iraq near the Iranian border for a camp outside Baghdad, an essential step to ending their decades-long presence in Iraq.

The group claims it is seeking regime change through peaceful means, aiming to replace Tehran's clerical system with a secular government.

However, a senior State Department official suggested that removing MEK from the U.S. terrorist list does not translate into a shared common front against the Islamic Republic. The official said Washington does not view MEK as an opposition movement that can promote democratic values in Iran. The official on Friday briefed reporters on condition of anonymity because he wasn't authorized to speak publicly on the matter.

In a rare interview on Friday, Rajavi said "the most important impact ... will be seen inside Iran."

"The balance of power is going to change. For example, the first message for the Iranian people will be they won't fear increasing their activity and increasing their demonstrations," she said. The fear "will evaporate ... and that will lead to the expansion of anti-regime activities within Iran."

Iran says MEK is responsible for the deaths of more than 12,000 Iranians over the past three decades, including senior government officials.

The MEK spent huge sums of money over years lobbying for removal from the U.S. terror list, holding rallies in European capitals and elsewhere that featured luminaries like former Homeland Security Secretary Tom Ridge from the administration of George W. Bush. Former House Speaker and presidential candidate Newt Gingrich was among those recently welcomed by the MEK to Paris.

The group was protected in Iraq under Saddam Hussein, but its members are disliked by the new Iraqi government, dominated by Shiite Muslims like those in Iran.

The United States had insisted the MEK's members leave Camp Ashraf, their home in Iraq, as a condition for removal from the terrorist list. All but several hundred militants are now located in Camp Liberty, a former U.S. base outside Baghdad, looking for placement in third countries.

The MEK was removed from the European Union's terrorist list in 2009.

With a compelling back story that includes playing tight end in the MAC and walking on at Wisconsin and borrowing money from his parents and delivering pizza to help pay tuition, Texans defensive end J.J. Watt was blazing trails long before coming to the NFL.

Now, he wants to change the way 3-4 defensive ends are perceived.

?I?m trying to break the mold,? Watt recently said, via Paul Kuharsky of ESPN.com.? ?A lot of people keep telling me that, that we?re not allowed to make plays or we?re not supposed to make plays.? One of the things is that Coach Phillips puts me in great position to have success, he gives me great opportunities.? And I think another thing is just having the belief, and not buying into this thing where you can?t make plays.?

?

Ordinarily, 3-4 defensive ends are responsible for tying up offensive linemen, so that the linebackers can get to the man with the football.? Former Steelers defensive end Aaron Smith was among the best to ever fulfill that role, even though it meant toiling in relative anonymity.

There?s nothing anonymous about Watt.

?I mean, I don?t know why people say that you can?t make plays,? Watt said.? ?If you bust your tail and you?re rushing the passer, you?re going to get a sack. If you?re chasing down a runner from the back side and you beat your blocker, you?re going to get a [tackle for loss].? I don?t see why you have to be a block-eater.?

Defensive coordinator Wade Phillips says that great talent can overcome the pigeonhole tendencies of defensive line play in his alignment of choice.

?That?s why we don?t play a conventional 3-4,? Phillips said.? ?In the Phillips? 3-4, my dad?s 3-4, he said, ?Elvin Bethea isn?t going to play two-gap, he can stunt, he can move, let?s get him on the move where he can make plays, because he?s a great player.?? You do what your players can do, you can utilize that kind of personnel in our defense.?

The Texans have that kind of personnel, and they?re utilizing it.

And Watt isn?t just breaking the mold, he?s smashing it ?presumably with that Iron Mike Sharpe-looking contraption that Watt is wearing to protect an elbow that was dislocated during camp.

California man behind anti-Muslim film ordered jailed

LOS ANGELES (AP) ? The mystery surrounding the man behind the crudely produced anti-Islamic video that sparked violence in the Middle East took a strange turn after he appeared in court and gave yet another name in a string of aliases.

Arrested on Thursday after authorities said he violated his probation from a 2010 check fraud conviction, Nakoula Basseley Nakoula told a judge his real name was Mark Basseley Youseff. He said he'd been using that name since 2002, even though he went by Nakoula in his fraud case.

The full story about Nakoula and the video "Innocence of Muslims" still isn't known more than two weeks after violence erupted in Egypt and Libya, where Ambassador Christopher Stevens and three others were killed in Benghazi. Violence related to the film has since spread, killing dozens more.

Citing a lengthy pattern of deception and the potential to flee, U.S. Central District Chief Magistrate Judge Suzanne Segal ordered Nakoula to remain in prison without bond until another judge can hold a hearing to determine if he broke the terms of his probation.

"The court has a lack of trust in this defendant at this time," Segal said.

Prosecutors noted Nakoula had eight probation violations, including lying to his probation officers and using aliases. He could face new charges that carry a maximum two-year prison term.

After his 2010 conviction, Nakoula was sentenced to 21 months in prison and was barred from using computers or the Internet for five years without approval from his probation officer, though prosecutors said none of the violations involved the Internet. He also wasn't supposed to use any name other than his true legal name without the prior written approval of his probation officer.

Three names, however, have been associated with Nakoula this month alone.

The movie was made last year by a man who called himself Sam Bacile. After the violence erupted, a man who identified himself as Bacile spoke to media outlets including The Associated Press, took credit for the film and said it was meant to portray the truth about Muhammad and Islam, which he called a cancer.

The next day, the AP determined there was no Bacile and linked the identity to Nakoula, a former gas station owner with a drug conviction and a history of using aliases. Federal authorities later confirmed there was no Bacile and that Nakoula was behind the movie.

Some of the false statements in Nakoula's alleged probation violations had to do with the film, Assistant U.S. Attorney Robert Dugdale said. Nakoula told probation officials his role was just writing the script, and denied going by the name Sam Bacile in connection with the film, Dugdale said.

Before going into hiding, Nakoula acknowledged to the AP that he was involved with the film, but said he only worked on logistics and management.

Nakoula, a Christian originally from Egypt, then went into hiding after he was identified as the man behind the trailer, which depicts Muhammad as a womanizer, religious fraud and child molester. He met with federal probation officials two weeks ago, led out of his home in suburban Cerritos in the middle of the night, flanked by Los Angeles County sheriff's deputies and cloaked in heavy clothing to protect his identity.

The public got their first good look at Nakoula on Thursday, although the news media was banned from the courtroom and reporters had to watch the proceedings on a TV in a nearby courthouse.

Nakoula wore beige pants and a collared shirt when he was led into the courtroom handcuffed and shackled. He appeared relaxed, smiling at one point before the hearing and conferring with his attorney.

Nakoula's attorney, Steven Seiden, sought to have the hearing closed and his client released on $10,000 bail. He argued Nakoula has checked in with his probation officer frequently and made no attempts to leave Southern California.

Seiden was concerned that Nakoula would be in danger in federal prison because of Muslim inmates, but prosecutors said he likely would be placed in protective custody.

Lawrence Rosenthal, a constitutional and criminal law professor at Chapman University School of Law in Orange, said it was "highly unusual" for a judge to order immediate detention on a probation violation for a nonviolent crime, but if there were questions about Nakoula's identity it was more likely.

"When the prosecution doesn't really know who they're dealing with, it's much easier to talk about flight," Rosenthal said. "I've prosecuted individuals who'd never given a real address. You don't know who you're dealing with, and you're just going to have very limited confidence about their ability to show up in court."

Enraged Muslims have demanded punishment for Nakoula, and a Pakistani cabinet minister has offered a $100,000 bounty to anyone who kills him.

First Amendment advocates have defended Nakoula's right to make the film while condemning its content. And federal officials likely will face criticism from those who say Nakoula's free speech rights were trampled by his arrest on a probation violation.

In arguing that Nakoula is a possible flight risk, Dugdale said Nakoula couldn't even reveal something as fundamental as his real name.

"He's a person who simply can't be trusted," he said.

Raechel and Jacqueline Houck poseBowing to pressure from consumers and advocacy groups, major car rental companies have agreed to end the practice of renting cars that have been recalled for safety problems.

Legislators are introducing a bill to the Senate that would keep recalled rental cars off the road. The bill has the backing of all four major rental companies ? Enterprise, which owns National and Alamo, Hertz/Advantage, Avis/Budget and Dollar/Thrifty, according to a statement released by Sen. Barbara Boxer. Those companies comprise 93 percent of the rental car market, and Hertz was the only one of the four major car rental companies to initially pledge not to rent cars under recall.

The bill will be named after Raechel and Jacqueline Houck (above, right), two young California sisters who died in 2004 in a rented Chrysler PT Cruiser that had been previously recalled for problems with the steering column. The steering fluid was prone to leaking, leaving drivers unable to control their vehicles. Enterprise Rental hadn't fixed the problem before renting the car to the Houck sisters.

"I remain very hopeful and optimistic" that the legislation will pass, Cally Houck, Raechel and Jacqueline's mother tells Autoblog. Houck has been pushing for the new legislation for the past few years. "But it's not done yet ... I remain a bit cynical, based on my history lobbying for this issue. But we do have a consensus of all the industry's major players."

Man once on death row faced financial problems

(AP) ? Joyce Robbins wanted to know why her aunt wasn't coming to a big family barbeque.

Mamie Brown and her husband, Joseph Green Brown, who was on Florida's death row for 13 years before his convictions on rape and murder were overturned in 1986, had been fixtures at family functions since they'd moved to Charlotte in 2007.

But lately, the Browns weren't showing up at birthdays, anniversaries or other gatherings. So Robbins called her, and Mamie confided that the couple was facing serious financial problems. Since his release from a Florida prison, Joseph had been making a living talking against the death penalty, based on his personal experience of coming within hours of being executed for a crime he didn't commit. But he hadn't been paying taxes on his speaking fees.

"She said, 'Money is just tight right now. We just don't go too many places anymore,'" Robbins said.

A week later, Mamie Brown, 71, was found dead in her Charlotte apartment and her husband was charged with first-degree murder. Joseph Brown, 62, has been held in the Mecklenburg County jail since his arrest Sept. 14 in a Charleston, S.C., motel room, a day after the slaying. A bond hearing was scheduled for Wednesday.

Police haven't disclosed a motive in death, or provided details on how Mamie was killed. The prosecutor's office says it will present the case soon to a grand jury.

Documents uncovered in the wake of the crime give clues that Brown's private life may have been unraveling for years prior to his wife's death. Yet family members said they didn't know the couple was having financial problems, or that Mamie had filed domestic violence complaints against him in 2003 and 2005 when they lived in suburban Washington, D.C.

"She was so protective of him," said Mamie's cousin Sherry Williams. "She loved him so much. I wish she would have told us what she was going through. We would have helped her."

Joseph Brown was convicted and sentenced to death for the 1973 rape and murder of Earlene Treva Barksdale, the owner of a clothing store in Hillsborough County, Fla. He was scheduled for execution Oct. 17, 1983, but a federal judge ordered a stay 15 hours before he was to be put to death. His conviction was reversed in 1986 because of false testimony from a co-defendant, and the prosecution decided against retrying Brown. He was let out of prison on March 5, 1987.

After his release, Brown met Mamie, who had three children from a previous marriage and was working for the U.S. Labor Department in Washington.

Mamie was born and raised in a big family in Rock Hill, S.C., about 20 miles south of Charlotte. The two were married in 1988 and Mamie introduced her new husband to the family for the first time the following year, when she went home to care for her sick mother.

"She didn't talk about his past, but he seemed like a nice person," Williams said.

While they were in Rock Hill, Joseph took a job driving an ice cream truck. Records show he had several scrapes with the law. In 1989 and 1990, he was charged with forgery, burglary and pointing a weapon. The charges were later dropped.

After Mamie Brown returned to her Labor Department job in Washington, the couple later moved to Fort Washington, Md., in Prince George's County.

Records there point to a rocky marriage. On June 19, 2003, she filed a domestic-violence complaint against her husband and was granted a temporary restraining order. A week later, the complaint was dropped.

A month later, Brown tried to file a domestic-violence complaint against her, but it was denied. On April 22, 2005, she again filed a complaint, and the court issued a temporary restraining order. A few weeks later, however, the order was dismissed.

Clerks at Prince George's County District Court said details about those cases weren't readily available.

Documents also show the two were having financial problems. In 2008, their home in Maryland was foreclosed and sold at a sheriff's sale.

Family members said Mamie told them she moved to Charlotte to be closer to her family, and that it was less expensive to live there than in the Washington area.

"She was happy to be back," Williams said.

So were Mamie's family members, who said it was at this point that Joseph began talking openly about his past.

"He told us to stay out of trouble," said Marcus Williams, Mamie Brown's partially blind nephew, who added that Joseph Brown would often help take care of him by taking him to the store and hanging out with him.

After hearing Joseph's story, Sherry Williams said she pressed him to talk at her church. They paid him $250 and, on Feb. 20, 2011, he appeared before the congregation.

Dressed in a gray suit, he gave one of the typical speeches he had given hundreds of times, telling them he spent 13 years in a "small cage."

"One thing about that little cage is it taught you that no matter how big you thought you were or no matter how bad you thought you were, it would break you down," he said.

He warned that there were times when he would become angry.

"People ask me ... 'Do you have anger? Do you have hatred, frustration, bitterness because of what happened to you?'" he told the congregation. "And I respond, 'Yes.'"

Then he asked them to pray for him to stay calm because he was afraid of what would happen if he exploded.

Looking back, Sherry Williams said there were other hints of trouble. Earlier this year, she asked if they wanted to go on a cruise with other family members. Mamie didn't answer, but Brown called back to say they couldn't because he had a speaking engagement in Nevada.

"I thought about it. Why did he call me and not her?" she said.

Then Mamie Brown didn't return phone calls about the barbeque.

Finally, Robbins called and asked her why she wasn't coming. She was quiet for a moment, then shared that her husband owed at least $7,000 in back taxes.

She told Robbins that she and her husband wouldn't be attending the barbeque before somehow the conversation turned to the subject of death.

Robbins said Mamie told her that when it is time to die, "you want to be right with the Lord," adding that she was ready.

"Maybe it was something that was on her mind and she was just trying to get it out," Robbins said. "It's going to bother me for a long time."

In Europe crisis, connection culture stifles youth

ROME (AP) ? Maria Adele Carrai has two master degrees from Italian universities in economics and Asian languages and is now earning her PhD in international law in Hong Kong. Her linguistic credentials are formidable: Besides native Italian, she has nearly flawless English, a rarity in Italy, as well as French, Arabic, Japanese and Mandarin.

But the 26-year-old from a family of physicians in a small town near the Adriatic Sea, lacks an increasingly crucial key to unlocking the door to work in Italy: a "raccomandazione." It's Italian for the right word from the right person to get you hired, even if you might not be the best one for the job.

As Europe's economic crisis darkens the future of millions of youth, the culture of connections that has lain at the heart of hiring practices in much of the continent is becoming ever more entrenched, even as it harms prospects of recovery. It is blocking young talent or driving it overseas, and contributing to a vicious circle of stagnation that threatens to leave Europe behind in the game of globalization.

"What matters is not how good you are, but who you know," laments Carrai, who first spoke to the AP for a Class of 2012 story on the continent's devastating brain drain. To be sure, having a good connection never hurts, anytime, anywhere. But in much of Europe, especially the crisis-hammered south, it's often the main ticket to economic opportunity: Without one, young people and experts say, there's little chance of being launched on a promising career.

Marco Pacetti, rector of Ancona's Polytechnical University, puts it this way: "In the U.S. ... connections matter, but you'd better be good. In Italy, nobody counts on the one with the connection to have competence, merit."

"That's the difference between a letter of recommendation and a 'raccomandazione,'" Pacetti says with a wry chuckle. In America, "the letter writer takes on the responsibility of sending over someone who is well prepared ? who's not an idiot."

A scandal at Rome's Sapienza, one of Italy's oldest and best-known universities, drives home the point. In a case dubbed "relative-gate," the wife, daughter and son of Sapienza's longtime rector landed prestigious teaching posts despite having limited qualifications. The real shocker came when it emerged that the rector's son passed his cardiology exam thanks to an examining panel made up of three dentists and two dental hygienists.

Spain has its own deep-rooted system of connections ? called "enchufismo." As in Italy, it's an outgrowth of a Mediterranean culture of family networks where members of the clan look out for each other. Many southern Europeans have a practically inbred distrust of the state, often associated with corruption ? and family is the one institution they can count on.

Connections became less critical during Spain's economic boom from the late 1990s until 2008, but are now proving crucial again in a country with unemployment at nearly 25 percent.

"In Spain, you always had 'enchufismo, but at least in boom times you had access to interviews and work (without connections)," said Maria Astilleros, an unemployed teacher in Madrid. "Since the crisis hit, the interviews have ended and we've gone back to 'enchufismo.'"

Astilleros recently secured her first job interview in two years, with a public relations company, because the owner is a client of her uncle.

Gayle Allard, an American professor of managerial economics at the IE Business School in Madrid, estimated that about 95 percent of jobs in Spain depend on connections.

"It was one of the things that shocked me in Spain," said Allard, "that you could only move around in the labor market with contacts."

The professor said that such an ingrained culture of nepotism has a corrosive effect on economic growth, which is more crucial than ever as Spain reels under staggeringly high youth unemployment of nearly 53 percent. Spain is "definitely not a meritocracy," Allard said. "You're probably not getting the best qualified candidate for a job. You're just getting the candidate with the best contacts."

Class of 2012 member Moira Koffi, who recently completed her studies at the prestigious Sorbonne university in Paris, talks about the importance of connections in France: "If you are recommended by someone, it's the first thing you say: It's how you get a job."

While Koffi, a 22-year-old communications grad, has herself benefited from the system, she still wishes connections weren't so decisive in finding employment. "In the U.S.," Koffi said, "people give you a chance because of what you are."

Sorbonne sociology professor Jean-Francois Amadieu said that 70 percent of French people find a job through personal connections or through an internship ? which itself is usually only possible with the right connection. "Youths from modest backgrounds have great difficulties finding internships compare to those from the middle or wealthy classes because of more restricted family networks," he said.

In Italy, the connections culture "has grown even more with the worsening of the economic crisis," said economist Emiliano Mandrone. He's well-positioned to know: Every year, Mandrone helps prepare a state-funded telephone survey of some 40,000 citizens to learn how Italians find their jobs.

"The issue of 'raccomandazioni' isn't, do you find work or don't you," said Mandrone. "Rather, the problem is, you take work away from someone who is better."

Mandrone said the price of the "raccomandazione" system to Italian society and economy has not been quantified in financial terms, but it's clearly "huge."

Italy's connections culture has long been blamed in large part for spurring the "brain drain" of many of Italy's best and brightest. The Institute for Competitiveness, a non-profit Italian think tank, recently estimated that brain drain costs Italy some euros 1.2 billion (more than $1.5 billion) annually in terms of lost patent and other royalties from inventions that highly qualified emigrants from Italy developed while working abroad.

In Greece, ground zero for Europe's financial crisis, a vast connections-based political machine is seen as a major factor in the economic implosion. In return for votes, the major parties slotted job seekers with political connections into cushy bureaucratic jobs ? with little experience or qualifications.

The result: When the financial crisis erupted in late 2009, the government didn't even know how many people it had on its payroll or how much it was paying them.

Germany may be an exception to the trend of European talent taking flight or being stymied in realizing professional dreams. In former communist East Germany, who you knew in the party apparatus was very important to climbing the economic ladder. But in today's united Germany, connections are not seen as a major part of corporate culture.

Class of 2012 member Lutz Hentschel, 27, who completed his masters in electrical engineering earlier this year, sent out about 40 applications before landing a job in Berlin developing electrical circuits for elevators.

During his job hunt, he said, he was once interviewed for a job that ultimately went to a less qualified applicant who knew the interviewer.

But, in Germany, said Hentschel, "if you are qualified, you will get a job in the end,"

Britain grapples with another longstanding system of patronage ? its "old school tie network" that conjures up images of men sporting school blazers or hobnobbing in exclusive gentleman's clubs. While Britain has made great strides in becoming more meritocratic, complaints remain rife that access to prestigious jobs often relies on upper-crust social background and education.

In southern Europe, however, the culture of "raccommandazioni" permeates all social classes and sectors ? from landing a job in a bank to winning a building contract.

Carrai, the linguist and aspiring international law expert, ruefully learned how much connections count even in the rarefied world of academia. She moved to Hong Kong to escape the stifling atmosphere of university nepotism: "I saw how it worked. I didn't want to stay in Italy and stick with this system."

"'Raccomandazioni' are to a certain degree a normal, human," she said. But cross a certain line "and it becomes corruption."

'Dangerous' prison escapee captured in Georgia

Michael Dowda, the escaped inmate from the Mississippi State Penitentiary that officials described as "armed and dangerous," has been captured, prison officials said Tuesday.

Dowda, 48, who had been at large since Saturday was apprehended in Macon, Ga., nearly 500 miles away from the Mississippi state prison in Parchman, Miss.

Through investigations by the Mississippi Department of Corrections (MDOC) and U.S. Marshals in Mississippi and Georgia, Dowda was captured at approximately 12:30 a.m. Tuesday, MDOC Spokesperson Tara Booth said in a statement.


Dowda now faces extradition to Mississippi and multiple charges including escape.

While on maintenance detail, Dowda allegedly broke into a safe inside the home of a Department of Corrections employee on prison grounds and stole two handguns. He then fled the prison grounds driving a white 2005 Chevrolet Silverado truck that he also stole from the same employee.

The prison was placed on lockdown and closed to visitors after his escape.

Dowda is serving a life sentence for murdering his girlfriend, Clarissa Lynn Jarrett, during an argument on Nov. 13, 1996. After Jarrett said she had sex with other men, Dowda got a gun, put it to her head and pulled the trigger, the Associated Press reported. He later said he had removed the clip and thought the gun was unloaded, but authorities said one bullet was chambered.

He chose to be tried without a jury. A judge convicted him in December 1998, and he began serving his sentence at the state prison in January 1999.?

There was no record of any previous escape attempt by Dowda from any Mississippi Department of Corrections facility.

The last escape at Parchman occurred in April 2008, officials said.? Inmate John Compton, who went missing during farming operations, was captured five days later by police in Texas.

Exclusive: North Korea plans agriculture reforms

BEIJING (Reuters) - North Korea plans to allow farmers to keep more of their produce in an attempt to boost agricultural output, a source with close ties to Pyongyang and Beijing said, in a move that could boost supplies, help cap rising food prices and ease malnutrition.

The move to liberalize agriculture under new leader Kim Jong-un, who took office in December 2011 after the death of his father, would reverse a crackdown on private production that started in 2005. It comes amid talk that the youngest Kim to rule the impoverished North is considering reforms to boost the economy.

"Peasants will have incentive to grow more food. They can keep and sell in the market about 30-50 percent of their harvest depending on the region," said the source.

At present, most farm output is sold to the government at a state auction price that has diverged from the market rate.

It was impossible to verify the plan independently in North Korea, one of the world's most closed states, although the source has proved reliable in the past, predicting North Korea's first nuclear test in 2006 days before it was conducted, as well as the ascent of Kim's uncle, Jang Song-thaek.

The plans come as some websites run by North Korean defector groups have said the price of rice - a staple food - more than doubled at the end of August from the start of June.

The surge in rice prices, cited by DailyNK, a North Korean defector website (www.dailynk.com), was driven by a fear of economic reforms that could in fact be punitive, like a 2009 currency revaluation that confiscated most peoples' savings. This report also could not be independently verified.

North Korea experienced a devastating famine in the 1990s from which its economy has not recovered, and a third of its population is malnourished, according to U.N. estimates. The country needs about 5 million tons of grain and potatoes to feed its people and since the early 1990s its annual harvest has been 3.5-4.7 million tons, according to most observers.

Experts in South Korea believe the North desperately needs fertilizer to boost yields in a country where soil has been degraded by erosion due to poor farming techniques.

A recent visit to Beijing, North Korea's sole major economic and diplomatic ally, by the youngest Kim's uncle Jang appeared to be aimed at economic reforms in North Korea, whose centrally planned economy is smaller than it was 20 years ago.

North Korea wants to attract Chinese investment to help it overcome tough sanctions imposed in retaliation for its nuclear tests. Kim also aims to deliver on a promise to make the North a "prosperous" nation by 2012 and to banish memories of his father's austere 17-year rule.

But it is unclear how far Kim Jong-un can go in liberalizing the economy without losing his family's firm grip on power, most independent analysts say.

The source said a September 25 meeting of the Supreme People's Assembly, the North's rubber-stamp parliament, was likely to discuss "economic adjustment", but was unlikely to result in any major steps forward.

The phrase "economic adjustment" has been chosen carefully, the source added, noting the North's decision not to use the old catchcry of its key ally, China - "reform and opening up" - should not be misinterpreted as a lack of reformist will.

Instead, the source said, North Korea was indeed trying to follow in the footsteps of China but was avoiding the phrase coined by Beijing because of an unfortunate quirk of the Korean language. "It won't be called 'reform and opening up' because it sounds like 'dog fart' in Korean," the source said.

This is the second time this year that the parliament, which rarely meets, has been assembled this year, triggering speculation in the North Korea-watching community that it could be a forum for announcing major reforms.

The source said North Korea also planned to make its 1.2 million-strong military - one of the largest armed forces in the world - food self-reliant by modeling its production model on China's armed forces.

"The food (shortage) problem will hopefully be resolved by learning from the Xinjiang Construction and Production Corps," the source said, referring to the sprawling quasi-military network of state farms and factories in northwestern China intended to secure stability in the restive region by developing the economy and helping control borderlands.

The Xinjiang corps was founded in 1954 by late vice president Wang Zhen. As of March 2011, more than 2.6 million people lived in the corps' 14 divisions, which cover a combined area of more than 70,000 sq km (27,000 sq miles). The corps owns 179 farms, 1,400 enterprises, 13 listed companies, universities, media outlets and medical institutions, and its output was worth 75 billion yuan ($11.9 billion) in 2010.

North Korea's military also has significant economic interests and its armed forces are required in part to feed themselves as transport and a central distribution system have broken down, while fuel is in short supply.

The armed forces also have little to do, experts say, to occupy their time, and so farming is encouraged and praised in visits by Kim Jong-un and by his father Kim Jong-il, whose "field guidance" advice trips were a staple of North Korean state media reports.

The source said boosting the army's food self-reliance would not be a major change in North Korea's "military first" policy. "Hopefully, the military will become (food) self-reliant. It will be given land to grow its own rice and vegetables."
